Delete the registry key for IE and reinstall it....

Assuming you're using IE. Those gremlims usually live in the registry, which is why merely reinstalling the browser won't work. If you delete that key (HKEY_LOCAL_MACHINE|Software|Microsoft|Internet Explorer) and reinstall, you'll wipe out the gremlins.

It's inconvenient, because many web sites will not display properly with this setting, but if you set your browser's Internet security settings to 'High', this crap doesn't happen.
