Right click on your taskbar => go up to toolbars => click on quick launch. Now you can drag any .exe or other shortcut to it. My favourite quick launch icon is the shortcut to desktop, very useful when I have millions of browsers open.
To get explorer to open maximised, close all but one explorer then maximise that one and close it. There might be a better way to do it but that’s the best I know.
