Windows XP question relating to icons on task bar

Remember how one could have icons for things like IExplorer and Outlook on the task bar right next to the START button on Windows 98? Well, we have XP now and no icons can be dragged there. Can it be done? If so, how?
Also, anyone know how to make sure IExplorer open in full screen/maximized mode? Thanks!
