It's a 1972, 16' Steury (fiberglass) OB.
and has 3 compartments under the floor-one
on each side and one in the center with rubber
plugs in each on the aft.What are they for? Sandy in the Pacific NW.

These are probably where liquid foam was sprayed in for extra flotation. The manufacturer sprays this foam in in liquid form then it cures and adds bouancy between the hull and any voids between it and the floor surface.
