1988 5hp Gamefisher

My 5hp Gamefisher only wants to run if fully choked. It will slow idle and run at "full" throttle, but, the rpms are low for "full-throttle." I'm using an external tank w/fresh gas.The engine is new to me so I have no history. Thanks.
