Tax mileage and weight, apply the gas guzzler tax to all vehicles that get less than 25 mpg, tax engine displacement, repeal CAFE because it's stupid.
I'd go even farther with the gas guzzler tax. Make it payable annually, not just at purchase. The tax could be offset against any Federal income tax refund.
But it's all fantasy because Congress ain't going to do much of anything unless it benefits billionaires and/or multinational corporations first and foremost. Our fuel economy laws are nearly 50 years old. CAFE was passed in 1975, the gas guzzler tax in 1978. The guzzler tax hasn't been changed or increased in all that time. These days it applies mainly to exotic cars that few people own.
There are better ways to achieve the goal of energy efficiency, we just won't do them.
And the notion that the US would somehow turn into Paradise on Earth if we just repealed all taxes is childish.
