I just had a look at this ( running Windows 2000 pro)CPU usage is mostly around 10-20%, howver evry now and then it shoots up to big numbers- between 80% and 100%. I am wondering if anyone can tell me if this is this a problem,

It would help to have some more information. Like your PC's configuration (memory, CPU, etc.), what's installed (software), are you connected to the Internet (Cable\DSL or dial-up). Also duration of the spike (seconds, minutes). In general there are many processes running in the background on your machine (especially if you are running Win2k Pro). Win2k Pro was specifically designed to be more network conscious than the non-Pro version (its been so long I forgot what they called it). So some of the background processing is network related. Any way the short answer to your question may be no but more info is definitely needed to say for sure.
