It's a pump mechanism that removes the air from inside the bottle
Cost about £10. keeps whites fresh for about 5 days, and reds for a week.

I would like to replace a 1990 Hungarian Tokaj, Aszú, 4puttonyos from
TOKAJ KERESKEDÖHAZ. The year is not cast in stone, but I'd like to keep the rest the same.
If anyone knows a source in New York State, especially upstate, I would be grateful.

...wineenthusiast.com sells them, but IMO the device is a placebo. I have one; it does nothing but give you an extra toy to fiddle with. If you do buy one you might try comparing two opened identical bottles of wine--one with the vacuvin and one just recorked and stuck in the fridge. I tried this a few times and could never tell the difference.
