Prop slipping or jumping

I am a newbie to boating. I have a 25HP Evinrude that runs grat, but in the water the boat jumps and at times the motor revs up like the prop is slipping.
I bought it with a new prop that I installed along with a new shear pin. I think the problem is the lower unit, but would like to know for sure.
I intend to tear it apart and try to fix it myself. I'm fairly adept at mechanics, but like I said new to boating. Any suggestions or tips? Note: I really like it if somebody can tell me exaclty what might be wrong so I don;t chase down the wrong road.
