Charging system

I bought a 1989 peterborough 250. I has a Shorepower connection, a
TECNOMIN battery charger/converter by TECHOVOLT and a
battery charger by Scepter. No cut off switch. The boat was hooked up to have 2 batteries for house power and 1 for starter.
Can some one tell me how this should be hooked up. The hookup this spring was incorrect and I am having a hard time finding someone who knows how these should hookup.

Currently the starter battery is connected to the Scepter battery charger #1 location and the 1 battery is connected to the charger #2
location.
The second battery is then connected to I assume the boat house circuit. However a lot of the equipment does not work, such as the bilge pump, bilge blower, compartment light , etc.
Using a voltmeter I have 12 volts on on side of all the connections it I put the meter to battery ground, but none on the connector ground.

Can anyone provide some info to my problem. A drawing would be nice.
