Look for a small adjustable fin pointing downwards from the anti-cavitation plate, behind the prop. Turning it off to the left (while standing behind the motor) will produce a force (when moving through the water) that pushes the tailend of the motor to the left, and tries to turn the boat left. You may be able to correct the steering at full throttle only to find that the boat may still try to turn right at slower settings. If you get it to go straight at half throttle, it may still want to turn right at full throttle.

If it tries to turn right a idle, you probably have a steering system problem that cannot be corrected by adjustments to the motor.
