1978 4hp mercury running problem

I recently bought a 4hp mercury. It runs fine but after a minute or so it acts like it is running out of gas. I can start it again and it does the same exact thing. I noticed that is seems to be pretty hot. Would a bad water pump cause it to quit running? I have the vent open on the fuel tank so I know its not that. I didn't get a manual with the motor but assume it is a two cycle engine.
