getting a used engine to run right

I've got a 7.5 mercury that when i first got ran great but smoked a little more then i felt was normal, but i was told that the engine had been sitting for quite some time and i know from personal experience that sometimes engines will smoke for a while if they haven't been run in a long time so i wasn't concerned about it when i purchased this motor. I let it sit for a while myself and when I went to use it, it would hardly start and then if it would start i couldn't get it to idle correctly at all plus it still smokes pretty bad. So my question is since I don't really know much about outboard engines (I've only worked on dirt bikes and lawn mowers) what are all the things I should do to get it in proper order to try to diagnose what's wrong with it. I know if I was working on a lawn mower I'd change the oil, filters, transmission fluid.. things along those lines but I haven't a clue where to begin with an outboard.
