I just worked on a briggs that had been sitting for years. It had the same exact problem. I would only run if you sprayed "fuel" into the carb air intake. In the case the gas tank was full of rust and the fuel intake probe that went inside the gas tank was plugged at the end (it had a screen that was clogged). I put pool acid in the tank, swished it around for a few minutes then drained and rinsed. Then cut off the screen and replaced it with a small generic fuel filter. It worked great, maybe you should try that before taking the carb apart.
