I would contact VIP. Maybe there's a way to remove it using special tools, like extremely long socket extensions or multiple universal drives. It is unthinkable to me to put a bilge pump where it can't be removed without something major like taking the engine out first. Chastise them soundly for this.

As an alternative to fixing the broken pump, install a second bilge pump and cut the wires to the old one.
