I recently picked up a brand new Philips 19" LCD monitor for $200CDN. it is much brighter and the blacks are blacker than the Acer or NEC monitors I was also looking at. HOWEVER (and this goes for all LCD monitors), mine came out of the box with 1 single dead pixel off the the corner a bit and a single dead pixel is not covered as a warranty issue. It's annoying but I have to live with it.

You should be able to get 17" LCD monitors in the $150 range now (consumer grade monitors).
