I have an Evenrude 15hp 4-Stroke. It must be transported on one side only, and I do believe that is the side with the control arm down (spark plugs up). Or transporting the whole motor standing up, but this is often difficult. Look in your owners manual or contact Evenrude or Johnson shop and ask the proper side to transport. This proper possition keeps the oil from entering the cylinders and carb and causing hydralic lock, or just gumming up the cylinder and head.
Remove the spark plugs and pull the engine through a bunch of times to help clean out the cyclinders if necessary. Replace the spark plugs with new - properly gapped ones, fresh gas, a few shots of carb cleaner in the carb throat, hang the moter in a tub (garbage can) of fresh warm water and try to start it with a little starter fluid (either) in the carb intake.
Laying the engine on its side doesn't ruin anything, it just may put crankase oil and fuel in places they were not meant to be. I have transported my engine after running the engine out of gas (disconnect the fuel line when it is running) and laying it down on the side that Evenrude recommends for transport with no problems (not on it's back-side like old two-strokes).

If there is nothing other than spark plugs to gum up, then there must be something else wrong with the ignition system cause I'm not getting any (visible) current to the plugs. Can the safety shut off malfunction? This thing has been in dry storage for a few years. If the only other ignition parts are the electronic ignition and the computer, I'll find the culprit eventually.
