Hi Joe,
Go to Google.com search engine with your browser. Put in "whitehall 17" Up will pop 2 versions of a rowing Whitehall--1 with a fixed seat and 1 with a sliding seat.
Also, see if you can track down the article in WoodenBoat magazine (maybe in your library?) #126—Sept. Oct. 1995—good article by Robert W. Stephens (boatbuilder, author and boat designer). He gives some insights on a Whitehall as a rowing craft that is well worth the read…
