I use Corel Photopaint because I have it. It scales, flips and colors in red eye. What else do you need? I still like ACDSee as a viewer only package. It's very quick.

Photoslop LE seems to have a better JPEG encoder to me, as well as a lot of other useful things, like unsharp mask after bilinear shrink, etc.Corel PP is one of the other programs mentioned as not so bad. I tried it, and didn't like it, but there are worse, I found myself with free copies of about 4. I'd name them, if I could find the coasters that they came with :)

Oh, agree, it's not the best, but for my scale and crop for the web once a month, it works. Actually, I think I've got LE around here somewhere and there's a shareware thing that's awfully good. OTOH, I find that learning new ones as often as I use them is more trouble that I care to undertake.
Any of them is a pain.Pure and simple. Each has its little "tricks".
