Cline, Qupe, Preston, and Bonny Doon do an excellent job with Syrah in CA. Cline's Mourvedre's are terrific.

From France, look for St. Joseph's--in great vintages they can give some Cote-Roties a run for their money, are a lot cheaper, and go great with food. Amaze your sommelier and forego that Bordeaux for a St. Joseph next time you need something to go with the rack of lamb. Syrah rules! Well, that's a bit much, but it's still a hell of a value (see how long that lasts).
