Re: 1969 Evinrude Fastwin 18 hp electric start outboard.

You may have a bad seal between the power head and the leg unit. The engine depends on crankcase vacuum on the up-stroke of the pistons to ingest a fresh fuel charge into the crankcase. The seal will leak and actually 'throttle' the engine down in speed. A two cycle is very persnickety about its fuel system.

The seal replacement will require the powerhead to be removed from the cowl and lower unit.
