New to Boating... Questions... (Newbie Alert)

I am new to boating... when I was a teen my dad had a boat and I seem to remember there are rules you have to follow.
1. Where can I find the Rules of the water, legal and unwritten ones?
I live in central Delaware.
2. How can I register a boat... Does this cost much?
My brother in law is giving me a boat he bought yet has not used or taken any time to mess with it. He has some paper work on it but it seems strange... It also has a trailer. How can I get that registered too? Does this cost much?
3. What other things should I consider when first starting with a new boat... (used boat )
4. How much do hitches cost and can my Chevy Caviler have one installed? How hard is it to install one?
