Stupid newby question: Sears 7.5 Gamefisher

I'm one of those guys who has to fix everything himself, but I don't know a lot about outboard motors. I can't locate a service/owners manual but I think I've found a great place for information in these forums.
I have purchased a small boat with a 7.5 Gamefisher motor(unable to determine complete model number) that did not immediately run. Did some minor maintenance and got it running pretty good. Everything seems fine except there is no water coming out of the little holes on the shaft when the motor is running in a trash can or with muffs. It is a low hours motor and I don't want it to get too hot before I find out what's wrong. I have been told that these motors are air and water cooled.

I guess my question is: Should I just drop the lower unit to inspect for a bad impeller or seal or something? Can I cause harm by doing that? Is it possible that the system is clogged?

Any ideas or suggestions are welcome. Thanks in advance for any help.
