I had a similure problem with my johnson 15, It was spraying gas out a vent on the side of the carb. My float was sticking.

I would tear your carb apart again, and verify the float is working, as well as the needle valve, When I had mine apart, I blew into the fuel in port to verify the float and needle were working.

I dont know what you mean by " the float is set all the way to the bowl" but it dosent sound right. wile sitting like it was mounted on the motor, the float should hang down a little, to allow gas to enter, but it should shut the gas off when it becomes horizontal.

I dout it is your fuel pump. If it is flooding the carb it is working. those things get weaker with age, not stronger.
