I donot know what you mean by water vapor. Try running the motor for a short distance with the cover off. Check to see if you can see where the vapor is comming from. the water should be luke warm, abt. 150 degrees F or so. If you can't hold your hand under the tattle tale and catch the water in your hand it is too hot. You should be able to hold your hand against the head for an easy count of ten. If the head is too hot to touch, the motor is over heating. sometimes the water jackets will get clogged and the pump simply pumps the water up the leg and right out the tattle tale port bypassing the jackets in the cylinder walls. If this is happening you will have to separate the leg from the power head and clean the water jackets with a stiff wire. If you are not really mechanically inclined I would suggest taking the motor in to the shop for this.
