You definitly want a Vhull, and a wide one would be better ( stability ) I would go with aluminum. and I would not want one with shallow sides, maybe 2 foot in the back and 3 ta 4 in the front depending on modle

12 or 14 foot isnt much of a boat to go out in waters described by yourself as high wind and waves. Not saying it isnt possible, Just saying that is a small size for rough water.
