I had this problem on an old fiberglass boat with a 100hp outboard, this is what I did. I went to the salvage yard and bought a large piece of 3/16" aluminum plate. I cut this into 3 pieces. One goes on the back of the transom and covers about half of it. The other two pieces go inside the transom, one above the motor well and a larger one under it. They are drilled and bolted through with the nuts inside. These plates are rigid and spread the stress over the whole transom. This has worked for me for three years now.
