my background/wallpaper selection is grayed-out

I did what I could to restore the stock picture & ended-up with a right-justified vertically-centered version with a highlightable frame. Something's off. I 1st suspected some anti-viral software that I purchased after an eventless trial period, but turned the settings & deactivated the rest to no avail. Help?!
