When you say "I'm not sure of this motor", are you saying that you are unfamiliar with this brand, or do you have reason to believe that this particular engine has been neglected or abused? I have never owned a Tohatsu, but my regular fishing guide on the Texas gulf coast ran one for several seasons and got good service out of it.If you are unsure, take a cell phone and a VHF when you go out. Having owned two Carolinas, I would think that rowing would be difficult.
I think a carolina skiff would be a bit of a pig to row. But you are talking about emergency power, in case the motor conks out, right? I think oars would serve well enough for that. At least to give you steerage until you could hail somebody for a tow. And if you are sufficiently energetic, and the wind and tide are in your favor, you might row all the way home. Can you borrow a set of oars and give it a try?
On a boat of that size and weight, you might find more success by sculling with a single oar off the back of the transom. Google up "yuloh" and you'll get some interesting links to a weird (but effective) method of propelling a large craft by hand.
